The Centre National d'Etudes Spatiales (CNES) in France constructed this satellite, similar in configuration to STARLETTE. STELLA is a passive satellite dedicated to laser ranging. The purpose of the mission is to continue the studies in the Earth's gravity field, the ocean tides, and the terrestrial reference frame by means of orbital perturbation analyses.
